PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, the complete price proposal schedule, the construction plans & specifications, instructions to offerors, and the evaluation factors/basis for award.

DESCRIPTION OF WORK: The projects consist of performing resets (HVAC, Electrical and Plumbing repair/ replacements) in multiple buildings at 7 different sites in the southeast for 81st Readiness Divisions. The HVAC resets consist of, but are not limited to, restoring all Heating, Ventilation, and Air Conditioning (HVAC) system(s) and components (exhaust fans, boilers, direct expansion split and packaged systems (variable and constant volume), variable air volume boxes, pumps, associated accessories and piping, heaters, etc.) to a like-new condition up to current ASHRAE standards, International Mechanical Code, and National Fire Protection Association (NFPA) requirements. The electrical resets (interior and exterior) include replacement of electrical panels and components to a like new condition up to current code. Plumbing reset restore all plumbing system(s) and components to a like-new condition up to current International Plumbing Code. Plumbing components may include sanitary waste piping, clean outs, floor drains, oil, sand/oil interceptors, grease interceptors, general duty plumbing valves, backflow preventers, wall hydrants, plumbing fixtures, hot water heaters and associated circulating pumps, installation of water meters, etc. Period of performance will be 210 calendar days for each reset project.
PLANNED SOLICITATION: The formal solicitation is expected to occur anytime between 15 and 30 days after the posting of this pre-solicitation. USACE Charleston District intends to issue one solicitation potentially resulting in multiple Firm Fixed Price Construction Contracts (one for each location) using a Lowest Price Technically Acceptable procurement method. Be advised one offeror could receive more than one award under this solicitation if proposing on multiple sites.

TOTAL SMALL BUSINESS SET-ASIDE: This acquisition will be a 100% Total Small Business Set Aside pursuant to FAR 6.203 & FAR 19.502-2. The NAICS Code selected for this acquisition is 236220, which has a size standard of $37.5 million average annual revenue.
The contractor must be registered in SAM.gov prior to award of the solicitation.
